President and CEO, Penrose-St. Francis Health Services
Margaret Sabin is a national leader in preventative health and wellness, and a five-time CEO with more than 37 years of accomplished health care experience. She joined Penrose-St. Francis Health Services as the President and CEO in 2008 and oversees the daily operations of the 522-bed system. Under her leadership, Penrose-St. Francis has been named one of Healthgrades America’s 50 Best Hospitals for 10 consecutive years.
Margaret also served as president of Centura Health’s South State Operating Group from 2009-2017, overseeing operations at all Centura hospitals in southern Colorado: Penrose Hospital and St. Francis Medical Center in Colorado Springs; St. Mary-Corwin Medical Center in Pueblo; and St. Thomas More Hospital in Canon City.
From 2005-2008, Margaret was the CEO of Sutter Health Partners and Vice President of New Product Development for Sutter Health in Sacramento, Calif. Prior to that, she was CEO of Marin Community Health for five years, which included Sutter Health affiliates Marin General Hospital and Novato Community Hospital. She has also served as CEO of the Yampa Valley Medical Center in Steamboat Springs, Colo., and Swedish Medical Center in Englewood, Colo.
She has been named one of the Colorado Springs Business Journal’s “Women of Influence,” and was twice named one of the Bay Area’s “100 Most Influential Women in Business” by the San Francisco Business Times. She has made Becker's Hospital Review’s "130 Women Hospital and Health System Leaders to Know" list for the past five consecutive years, and in 2014, was named the Colorado Springs Business Journal’s “Healthiest CEO.”
Margaret is a certified fitness instructor, and maintains her certification by teaching weekly community boot camp classes at Penrose Hospital.
Chief Administrative Officer, Penrose Hospital
Lonnie has 28 years of operational health care experience and has been with Penrose-St. Francis since 2007. Prior to assuming his current role, he held the title of Administrative Director of Surgical & Imaging Services as well as Director of Orthopedics and Neurosurgical Service Line for PSF. As the Sr. VP and Chief Administrative Officer, he has full operational responsibility for Penrose Hospital. He also spearheads hospital joint ventures and business development initiatives. Lonnie is the executive lead for the Penrose-St. Francis Master Facility Plan which totals approximately $711M.
He began his health care career in the U.S. Army, serving eight years in multiple areas, including Angiography, Cardiac Cath, Cat Scan, X-ray, and MRI. He held the title of Director of Diagnostic Imaging Services for the Fort Walton Beach Medical Center in Florida and was Chief Operating Officer for MDiagnostics Inc., a company in Metairie, Louisiana, which owned and operated five free standing imaging centers, across multiple states. Lonnie has a Bachelor’s Degree in Healthcare Administration from Ottawa University and a Master’s Degree in Clinical Practice Management from Texas Tech University. He also possesses national registries in Radiology, Computerized Tomography and Magnetic Resonance Imaging. Lonnie is also a member of the American College of Healthcare Executives.
Chief Administrative Officer, St. Francis Medical Center
A physical therapist by training, Mark has more than 20 years of health care leadership experience. He has been with Centura Health since 2006 when he joined St. Thomas More Hospital in Canon City as its Vice President of Operations. In 2008 he was the Vice President of Operations for SFMC where he led the final opening phases of northern El Paso County’s only full-service hospital. Mark has led a variety of strategic initiatives for Penrose-St. Francis, including opening of Select Long-Term Care Hospital at SFMC, the migration from level IV to level III trauma status and expanding St. Francis to its current 200 beds in 2014. Today, Mark is responsible for providing day-to-day operational and strategic leadership for SFMC and serves as the hospital’s representative in all operational-related activities.
Mark holds a Bachelor’s Degree in Biology from Northwestern College in Iowa, a Master of Physical Therapy degree from the University of Iowa, and a Master’s of Business Administration degree from Regis University. He is a member of the American College for Healthcare Executives (ACHE) and serves as a board member for the YMCA of the Pikes Peak Region and Mount St. Francis Nursing Center.
David L. Dull, MD
Chief Medical Officer, Penrose-St. Francis Health Services
Dr. Dull comes to Penrose-St. Francis Health Services after serving as CMO for Providence Medical Center and Providence Park Hospital in Southfield, Mich., a position he held since 2012.
Dr. Dull provides leadership, strategic direction and operational management of physician services, quality and medical staff administration. He has a key role in helping Penrose-St. Francis establish effective relationships with the medical staff, including hospital-based groups, private practice referring groups, ambulatory staff members and employed physicians. Dr. Dull attended the Wayne State College of Medicine in Detroit, Mich., and completed his Residency in Anesthesiology and Fellowship in Pediatric Anesthesiology at the University of Iowa Hospitals and Clinics in Iowa City, Iowa. He obtained his Masters of Medical Management from Carnegie Mellon University in Pittsburgh, Penn. Dr. Dull previously served as Chair and Medical Director of the Department of Anesthesia at Spectrum Health Hospitals in Grand Rapids, Mich.
Dr. Dull is a results-oriented physician executive with a proven record of leading teams to exceeding extensive improvement goals. His key strengths include strategy development, process redesign and implementation, team dynamics and physician relations, with a demonstrated effectiveness of working in complex environments managing multiple concurrent goals. In his previous role, Dr. Dull provided oversight for the radiology service lines for two hospitals and a medical staff of more than 1,400 physicians. He redesigned the hospitalist program to decrease layers of care and improved quality, while significantly decreasing cost to the institution.
Toni Green-Cheatwood, DO
Vice President of Medical Affairs, St. Francis Medical Center
Dr. Toni Green-Cheatwood is Vice President of Medical Affairs for St. Francis Medical Center (SFMC). She functions in this part-time role while continuing to serve as a breast surgeon and the Director of Breast Oncology for the Penrose Cancer Center. As the VP of Medical Affairs, Dr. Green-Cheatwood focuses on medical staff relations, quality outcomes, patient experience and service line development for SFMC, as well as serves as a liaison to the broader Penrose-St. Francis medical staff. She assists in coordinating medical staff quality and peer review issues while helping the hospitals maintain regulatory compliance.
Dr. Green-Cheatwood received her Doctor of Osteopathy degree from Chicago College of Osteopathic Medicine and went on to general surgery residency at the University of Medicine and Dentistry of New Jersey. She is board certified in general surgery and has completed a Multidisciplinary Breast Surgery Fellowship at the Mayo Clinic in Rochester, Minn. She is an accomplished breast surgeon, whose practice offers complete care of the breast for women of all ages and stages of life, not just those who have received a cancer diagnosis. She is credited with bringing the seed-localization procedure to Colorado and achieving national accreditation for our breast center.
A gifted author and speaker, Dr. Green-Cheatwood has given dozens of presentations to consumers and physicians across the country while having her work published in national medical journals. She sits on the Commission on Cancer, Centura Oncology Council, and the Penrose Cancer Center’s Physician Advisory Board and Chair Education Committee, and was named Centura Health Physician Group’s Provider of the Year for 2014. She has also been the CHPG Medical Director for Specialty Care for South State Operating Group (SSOG) for the past two years.
Vice President of Clinical Quality, Penrose-St. Francis Health Services
Kelly brings more than 20 years of quality and regulatory experience to Penrose-St. Francis. She was the Vice President of Quality and Patient Safety for Swedish Medical Center in Denver since 2012, and oversaw the facility’s Quality, Risk, Infection Prevention, Patient Advocate, Peer Review, Patient Safety, Medical Staff Office, and Regulatory Compliance functions. She has also held leadership positions at the Medical Center of Aurora, Presbyterian St. Luke’s Medical Center and Rose Medical Center.
Kelly leads our Clinical Quality, Infection Prevention, Process Improvement, Patient Relations, Quality Data Analytics, Peer Review, Patient Safety, Regulatory Readiness, and Content Management functions throughout Penrose-St. Francis. She provides ongoing oversight of dashboard reporting, external quality rating agencies, pay-for-performance programs with payers, and publicly reported data to identify opportunities for improvement across the continuum of care.
Kelly holds a Master’s of Business Administration in Healthcare Management from the University of Phoenix and a Bachelor of Science Degree in Nursing from Metropolitan State University.
Vice President of Human Resources for South State Operating Group
Jim is responsible for providing strategic leadership in the Group’s operational HR functions of employment, compensation, employee relations, and leadership development to ensure the organization remains compliant with laws and regulatory agencies. Jim provides strategic counsel on the administration of policies and programs related to HR services, and manages the Group’s HR departments for quality and efficiency.
Jim began his career with Centura Health in 1986 at Penrose-St. Francis Health Services and has worked in the HR arena since 1992, serving in a variety of roles including recruitment, compensation, and employee relations. He also served as the Vice President of HR for Penrose-St. Francis until 2007. Prior to assuming his Group role, Jim served as Vice President of Compensation for Centura Health where his responsibilities included oversight of compensation programs throughout the system, executive compensation, pay practice standardization initiatives, all incentive and at-risk programs, and oversight of external clinical and non-clinical agency contracting. Jim has a Bachelor of Science Degree in Business Management and is a member of both the Society of Human Resource Management and World At Work (Society of Compensation Professionals).
Vice President of Mission Integration, Penrose-St. Francis Health Services
Larry is responsible for the integration of the mission of the organization and its partners. He advances the heritage, values and healing ministry in order that it permeates the culture and leadership team of the organization. His previous positions include Executive Director, National Association of Catholic Chaplains; Vice President of Mission and Ministry, Sisters of Charity of Leavenworth Health System; Senior Associate of Mission Services, Catholic Health Association of the U.S.; Chaplain, Cardinal Glennon Children's Hospital; and Adjunct Faculty at St. Louis University, Concordia University.
Among his many awards include the Distinguished Service Award from the National Association of Catholic Chaplains, and the Excellence in Service Award from the Veterans Administration Health Service. Larry holds a Master’s Degree in Health Care Administration from St. Louis University/Webster University, a Master’s Degree in Human Service Counseling from Webster University, and a Bachelor of Science Degree in Political Science from St. Benedict's College.
Vice President of Strategy, Penrose-St. Francis Health Services
Bill is responsible for executing and monitoring our growth strategies in support of the Centura Health 2020 system strategy, and developing and expanding our various systems of care to provide synergy across our region and Centura Health.
Bill has 20 years of clinical and business experience, including large cardiology and cardiovascular surgery physician practice management and hospital operations. Prior to joining Penrose-St. Francis in 2011 as the Administrative Director of Cardiovascular Services, he served as the Executive Director of Parkside Cardiology for four years.
Bill has a Bachelor of Arts Degree in English (Cum Laude) from the University of Colorado and a Masters of Health Care Administration from Medical College of Virginia. He is a Certified Medical Practice Executive (CMPE, since 1999) and a former President of the Virginia Medical Group Management Association. He is also a Member of the American College of Cardiology.
Vice President of Operations, Penrose Hospital
Kristi has more than 20 years of health care leadership experience, the past five years as the Director of Homecare for Centura Health at Home. Kristi has operational responsibilities at Penrose Hospital over Facilities, Imaging, Rehabilitation, Respiratory Therapy, Support Services, Laboratory and Blood Bank.
Kristi is a graduate of the U.S. Naval Academy, serving as an anti-submarine warfare officer as well as an administrative officer at the National Naval Medical Center. She holds bachelor of science and master of science degrees in physical therapy from Thomas Jefferson University, graduating Magna cum Laude for both. Before joining Centura Health in 2011, she filled leadership positions in physical therapy, rehabilitation and home health at various locations.
Vice President of Operations, St. Francis Medical Center
Calvin is responsible for all non-nursing departments at St. Francis Medical Center, such as Imaging, Lab, Pharmacy and Support Services. He is involved in the SFMC expansion project, working closely with SFMC Site Administrator Mark Hartman, the executive sponsor of the $102 million project. For the last two years, Calvin has served as the Director of Pharmacy for PSF and Director of Support Services for SFMC. A Centura Health associate since 1998, Calvin is a well-respected leader within PSF and throughout the system. He received a Bachelor of Science Degree in Pharmacy from the University of Wyoming and a Master of Science Degree in Pharmacy Administration from the University of Texas.
Chief Financial Officer, Penrose-St. Francis Health Services
Patrick has 30 years of Decision Support, Accounting and Finance experience in the health care industry, all with Penrose-St. Francis. He began his career as a Staff Accountant in Finance and has held several titles over the past 30 years, including Controller and Director of Finance since 2005. Patrick is responsible for overseeing the day-to-day financial operations at Penrose-St. Francis and will assist with strategic initiatives designed to increase our financial performance, quality and breadth of services. He leads our annual fiscal planning cycle, including strategic, capital and operational budget processes. Patrick also facilitates accurate productivity reporting and benchmarking.
Patrick has a Bachelor’s Degree in Business Administration (Accounting) from the University of Southern Colorado (now Colorado State University – Pueblo), and a Master’s Degree in Healthcare Administration from Troy University.
Martha Grubaugh, RN, MS, NE-BC
Vice President of Nursing Services, St. Francis Medical Center
Martha comes to Penrose-St. Francis from the Bon Secours Health System in Richmond, VA., where she was the service line director for Women’s and Children’s Services, having responsibility for six hospitals within the system. Prior to this, she was the Women’s and Children’s Service Line Director at Sutton Children’s Hospital, part of CHRISTUS Health, in Shreveport, LA. Martha is responsible for the planning, organizing, directing, controlling, and evaluation of Nursing Services across the health care continuum at SFMC, and integrates Nursing Services with all hospital services and functions. She has the authority and responsibility for developing organization-wide patient care programs, policies and procedures that describe how patients’ nursing care needs are assessed, evaluated and met.
Martha has a Bachelor of Science Degree in Nursing from the University of Pennsylvania in Philadelphia, Pa., a Master’s Degree in Nursing Administration and Health Care Services from the University of Michigan in Ann Arbor, Mich., and is pursuing a doctorate degree in Nursing through the University of Colorado. She is also a member of the American Organization of Nurse Executives (AONE) and the American Nurses Association (ANA).
Rose Ann Scibona, RN, MSN, NE-BC
Vice President of Nursing Services, Penrose Hospital
Rose Ann has more than 33 years of clinical and health care leadership experience, all at Penrose-St. Francis. She began her career as a Staff RN in Oncology and has served as a Clinical Nurse Manager for several departments over the years. She had been the Director of Patient Care Services for Penrose-St. Francis since 2007 since assuming her current role.
Rose Ann possesses a Bachelor of Science degree in Nursing and a Master of Science degree in Nursing, both from the University of Phoenix. She is also Board Certified as a Nurse Executive and a member of the Colorado Organization of Nurse Leaders and the American Organization of Nurse Executives.
Vice President, Market Partnerships and Network Development, Penrose-St. Francis Health Services
As Vice-President of Market Partnerships and Network Development, Gail connects and leverages social platforms within the community – such as our ongoing partnerships with the Pikes Peak YMCA and area universities – while pursuing others. She is the liaison to three in-patient psychiatric hospitals we support in the area, as well as El Paso County for our support of its detox program. She develops and implements post-acute care strategies that help improve the health of our community while bolstering patient care metrics. Gail also leads our relationship with the City of Cripple Creek and oversees our operations at Penrose Urgent Care at Cripple Creek. She has a dyad leadership role for the CHPG Behavioral Health Penrose Pavilion practice as well as for any future ambulatory behavioral health practices we open.
Gail previously held the position of Administrative Director of Revenue Cycle for Penrose-St. Frances, and has held several clinical, financial and regulatory leadership positions throughout her 25-year career with PSF. She has a proven track record of success, most recently serving as the primary project manager for several newly-created departments within PSF. Gail holds a Bachelor of Science Degree in Organizational Management (Cum Laude) from Colorado Christian University and a Master’s Degree in Management with a minor in Healthcare Administration from Troy University. She also possesses several professional licenses, including a Certified Green Belt Six Sigma.
Vice President of Ambulatory Services, South State Operating Group
Rob is a seasoned healthcare executive with nearly three decades of experience in hospital operations, ambulatory services, sports medicine, orthopedics, occupational medicine, and rehabilitation services.
Rob currently serves as the Vice President of Ambulatory Services for Centura Health southern Colorado market where he provides operational leadership for an ambulatory network comprised of more than 800 associates, physicians, advance practice providers, physical therapists and support staff. He is responsible for the development and growth of all neighborhood health centers in southern Colorado, moving us to a patient center medical home and team-based care model. He plays a vital role in establishing an integrated network of care via our Colorado Health Neighborhoods, creating a standardized look and brand for Centura Health, and integrating our value propositions of service and convenience.
Rob joined Penrose-St. Francis Health Services in 1994 as a lead physical therapist assistant, and quickly rose to serve as Manager (and later, Director) of Centura Centers for Occupational Medicine (CCOM) and Colorado Sports and Spine Centers (CSSC). He also held the title of Centura Health Physician Group’s Administrator for southern Colorado before assuming his current role. Prior to joining Centura Health 24 years ago, Rob served our nation’s Air Force as the Superintendent of the Department of Athletics for the U.S. Air Force Academy, where he supervised athletic training and orthopedic services for all NCAA Division I sporting events.
Rob holds a Master of Business Administration Degree (Healthcare Management) and a Bachelor of Science Degree in Management & Business Management (Summa Cum Laude), both from Colorado Technical University. A member of the American College of Healthcare Executives (ACHE), he also holds two Associates Degrees in Applied Science (Physical Therapy and Technology Instruction).
He and his wife Kimberly are very active in the Colorado Springs community, where they are raising their three sons - Guy, Gage and Gunnar.
Administrative Chief of Staff, Penrose-St. Francis Health Services
Johnny has been with Penrose-St. Francis Health Services since 2007, serving as the Manager of Marketing and Public Relations, Director of Strategic Marketing and Communications, and Vice President of Strategic Marketing and Communications.
Johnny oversees our regional communications strategy and execution. He partners with entity leaders and medical Chiefs of Staff to pursue and facilitate educational and growth opportunities for our physicians as well as our Boards of Trustees. Johnny serves as our advocacy leader by analyzing industry trends and the competitive landscape to position our hospitals as clear market leaders when it comes to health care policy issues and the consumers’ choice for care. He also plays an integral role in our current Master Facility Planning process at Penrose-St. Francis.
Prior to joining Centura Health, Johnny enjoyed a distinguished, 24-year career with the U.S. Air Force, directing global public relations and strategic communications throughout the U.S., Europe, the Pacific, and the Middle East. He has routinely worked with CNN, FOX News, USA Today, New York Times, NASCAR, Major League Baseball, and the National League Football. Johnny led communications efforts during the Global War on Terror at the largest air base in Qatar, and began a new Air Force communications office in Kuwait. He directed the Air Force’s outreach campaign following Hurricanes Rita and Wilma in Florida, and facilitated international media coverage into war-torn Sarajevo during the U.S. delivery of humanitarian aid to refugees.
Johnny has a Bachelor of Science Degree in Liberal Arts from Excelsior College and is a Distinguished Graduate from the Department of Defense Public Affairs Officers Course.
Chief Nursing Officer, Penrose-St. Francis Health Services & South State Operating Group
Lisa is an experienced health care executive with more than 21 years of senior level leadership in both institution and system acute care settings. Most recently, she served as the CNO (and for a short time, interim Chief Operating Officer) for Mercy Springfield Communities in Springfield, Mo. While in that role, she had regional responsibility for an 857-bed Level 1 Trauma/Burn and Stroke acute care hospital, a 62-bed orthopedic hospital, a 182-bed acute care regional hospital, a 64-bed rehab hospital, a women’s and children’s hospital, four critical access hospitals, and more than 300 clinics, physician offices, ambulatory surgery centers and urgent care facilities.
Lisa is recognized by both nursing and physician colleagues for advancing the profession of nursing as well as promoting the importance of interdisciplinary and interdepartmental collaboration. An inspirational leader with superb communication skills, Lisa values teamwork and is committed to achieve excellence through the establishment of performance standards, utilizing continuous performance improvement methods within a culture of safety framework.
Seated at Penrose-St. Francis, Lisa will collaborate with nursing executives and entity leaders throughout the operating group to further clinical alignment and patient experience, and enhance our Systems of Care while minimizing clinical variation. Additionally, she’ll provide oversight for Case Management functions for South State while creating a culture that supports transformation and value.
Lisa holds a Master of Science degree in Nursing (Adult Health and Nursing Administration) from Northwestern State University in Natchitoches, La., and a Bachelor of Science degree in Nursing from Texas Women’s University in Denton, Texas. She is a published author and sought-after speaker on topics ranging from integrated concepts of shared governance to the correlation of sleep and safety. Lisa has also been an adjunct faculty member at Auburn University in Montgomery, Ala.; University of Southwestern Louisiana, Lafayette, La.; and Louisiana State University, in Lafayette.
