Chief Executive Officer
Jeff Carrier is the Chief Executive Officer for St. Catherine Hospital in Garden City and Bob Wilson Memorial Hospital in Ulysses, KS. As CEO, Jeff will cultivate strong, trusting relationships between the hospitals’ Boards of Trustees, caregivers, providers and volunteers to impact the health and wholeness of every life, every neighbor and every community across southwest Kansas.
Prior to joining Centura, Jeff served as Chief Clinical Officer for Freeman Health System in Joplin, Mo., and was responsible for the overall operations of patient care and nursing services for the 460-bed, three hospital system with 300 physicians. During his tenure with Freeman Health, Jeff also held the senior leadership positions of System Chief Nursing Officer and Vice President of Operations, supporting enterprise-wide operations, workforce management, scalable growth, partnership development and supply chain. Prior to Freeman Health, Jeff served in clinical roles with Ascension, Sisters of Charity of Leavenworth and Olathe Medical Center. Early in his health care career, Jeff was a Sergeant and later a Lieutenant in the U.S. Army.
Jeff grew up in Wichita and graduated high school in Emporia. He received his Bachelor of Nursing from MidAmerica Nazarene University in Olathe and his Master of Science in Management from Baker University in Baldwin City. Jeff is a Fellow of the American College of Healthcare Executives (FACHE), Certified Healthcare Financial Professional (CHFP), Certified Specialist Physician Practice Management (CSPPM) and Nurse Executive-Board Certified (NE-BC).
Jeff is on a mission to serve, respect and help those around him. He is passionate about meeting the needs of the communities Centura serves, achieving excellent patient outcomes and developing innovative ways to extend Centura’s Mission across southwest Kansas. He and his wife, Jill, have been married for 28 years and have three children, Jack, Lillie, and Maggie.
Chief Financial Officer
Amanda Vaughan is the Chief Financial Officer for St. Catherine and Bob Wilson Memorial hospitals. She began her career with Centura Health in 1998 at St. Catherine Hospital, successfully serving in various roles within Revenue Cycle and then as Director of Finance until 2007, when she stepped into her current leadership position as CFO. In 2019, Amanda expanded her duties and is additionally serving as Chief Operating Officer.
Amanda is a dynamic and driven leader with deep connections to the southwest Kansas communities we serve. She is actively involved with KHA through numerous committees including Finance/Reimbursement, Medicaid DSH and Political Action Committees.
She earned a BS in Healthcare Policy and Administration from Wichita State University and an MBA in Healthcare Administration and Finance from Regis University.
Amanda enjoys spending time outdoors with her family, especially in Colorado where they like to hike, fish and spend time outside. Her husband is a self-employed farmer and they have a teenaged son and an elementary-aged daughter.
William C. Hamilton, MD, FACS
Interim Chief Medical Officer
Upon completion of Medical School at the University of Tennessee, Dr. Hamilton served in active duty in the U. S. Navy. He entered Flight Surgeon training at Pensacola, Fla., and subsequently was assigned as the Flight surgeon to a Carrier Air Wing in Jacksonville, Fla. Dr. Hamilton then completed his surgery residency at The National Naval Medical Center in Bethesda, Md., where he remained on staff for several years. He opened a general surgery private practice at Mid-Columbia Medical Center in The Dalles, Ore.
Following his general surgery career, Dr. Hamilton entered Executive Healthcare Leadership and has over 12 years of experience in this area.
Dr. Hamilton enjoys hiking, golfing and fishing on the Columbia River.
Barbara Willis DNP, MS, MHA, RN
Vice President of Nursing & Chief Nursing Officer
Barbara began her career as a hospital teen volunteer and quickly learned that she belonged in health care and she wanted to be a nurse. She received her LPN while attending high school, then earned her BS in Nursing from University of Central Oklahoma. She received her Masters of Science in Nursing Administration from the University of Oklahoma and her Masters in Healthcare Administration from University of Phoenix. She recently completed her Doctorate in Nursing Practice at Grand Canyon University.
Barbara has more than ten years of successful experience in senior executive roles, as Chief Nursing Officer and Chief Operating Officer.
Barbara is on a mission as a value-driven leader. Her goal is to improve outcomes for all our patients, further the profession of nursing and inspire others to reach their optimum potential using Christian caring values.
Human Resource Director
Sammie Ramos is the Director of Human Resources for St. Catherine Hospital in Garden City and Bob Wilson Memorial Hospital in Ulysses, Kansas. She joined Centura Health in 2016 as a talent acquisition consultant and Human Resources generalist, excelling in her roles and displaying outstanding leadership.
Sammie has proven to be an effective leader and communicator in her roles as a recruiter and human resources generalist, excelling in recruiting and onboarding new talent for the organization, designing and implementing retention strategies, and providing guidance in conflict resolution, employment law, hiring practices and change management.
Prior to joining Centura Health, Sammie was a consulting analyst for Cerner in Kansas City, Mo., as well as a clinical research coordinator for Heartland Research Associates, LLC, in Wichita.
Sammie grew up in Derby and attended Wichita State University on a softball scholarship, graduating with a bachelor’s degree in exercise science.
Sammie is excited and humbled to have the opportunity to serve Centura Kansas as Director of Human Resources, thankful to be part of an amazing organization and serving our communities in southwest Kansas.
Kansas Administrator-Centura Health Physician Group
Stephanie Waggoner is the Kansas Administrator for Centura Health Physician Group and has been part of the leadership team team since 2014.
Stephanie is strongly motivated by a desire to lead a culture change within health care and create a more home-like environment, focused on resident-centered care.
Before joining Centura, Stephanie served as CEO for United Methodist Medical American Ministries, offering medical and social services through Care Centers and Clinics in six communities in southwest Kansas.
Stephanie attended Kansas State University, where she earned a bachelor’s degree in psychology and a master’s degree in lifespan human development, with an emphasis in gerontology. She was a Sunflower Advocacy Fellow in 2010 and served as board member for the Kansas Association of the Underservice 2008-2013.
Stephanie is married and has two daughters, and they all enjoy spending time together as a family, as well as their horses.
